Rooted in Oakland. Rising with Community.

At Workforce Development Unit (WDU), our story begins in Oakland—a city known for its culture, resilience, and deep sense of community. Founded in 2014 by lifelong educator Dr. Joya Chavarin, WDU was created to bridge the gap between potential and opportunity for youth and adults historically underserved by educational and workforce systems.

In 2020, as the COVID-19 pandemic amplified existing inequities, William Chavarin joined as Chief Operating Officer to help expand WDU’s reach and operational capacity. With decades of combined experience in education, workforce strategy, and community leadership, their partnership grounds WDU’s mission in both lived experience and systems-level expertise.

Oakland remains the heart of our work, but our impact now extends across the state—supporting communities where access, equity, and opportunity are essential.

Who We Are

Dr. Joya Chavarin is an education leader and systems builder committed to expanding equity in early childhood through adult education. William Chavarin, a former school principal and workforce strategist, brings deep Oakland roots and a sharp focus on community empowerment and operational growth.

Together, they lead a dedicated team of educators, mentors, and partners working to ensure that every learner—beginning in infancy and continuing through adulthood—has access to the guidance, tools, and pathways needed to thrive.
